CALIFORNIA58 LOCAL ELECTIONS DESK — NOVEMBER 5, 2026. Two Rio Vista City Council seats were on the ballot November 3. In the county’s first reported count, Rick Dolk has 2,471 candidate selections (33.0%), Gloria J. Thibeaux has 2,224 (29.7%) and Robert Butler has 1,690 (22.5%). The source lists other candidates as well. The lead for the second seat is 534 candidate selections, measured between Thibeaux and Butler in this snapshot.
Why a two-seat race needs a different interpretation
Because the electorate can select more than one candidate for two open positions, percentages represent shares of all valid candidate selections, not shares of individual voters. The difference between first and second does not determine the final available seat; the difference between second and third is the meaningful reported cutoff. The entire race may change as additional ballots are canvassed.
Rio Vista Measure O
On a separate ballot question, Rio Vista residents voted on Measure O, which would extend a temporary 0.75% local sales tax for another three years, April 2027 through March 2030, for lawful general city services. Yes received 2,869 and No 1,628 in the November 4 report. The city estimates that extension would raise roughly $1.4 million annually. Council candidate selections should not be confused with Yes/No votes on the tax.
Local government and future decisions
Rio Vista council members help oversee municipal budgets, infrastructure, planning, and emergency-service priorities. A reported leader is not a certified official, and an early tax majority is not the same as the legal adoption of an ordinance. Each result will depend on the completed canvass.
What source and timestamp mean
The Solano County results via KQED reflect the November 4, 2026, 7:40 p.m. Pacific county election report, reviewed on November 5. Future reports may add properly validated mail, provisional and other eligible votes. A reported precinct percentage does not equal final certification, and no result in this article is asserted as legally final. The Solano County Registrar of Voters publishes official county canvass updates; California’s statewide certification is scheduled for December 11.
Editorial note: preliminary results and election rules are reported independently of candidate endorsements. Source figures are dated to November 4, not a new November 5 county release.
